Both Card Black PSS-1523 and Matte Black PSS-4455 show a same gloss level range rating on your website of 37-70 gloss units. Are these two colors the same?

While Both Card Black PSS-1523 and Matte Black-4455 show the same range rating, Card Black has more gloss level. I would say that Card Black is about at a 60% gloss level and Matte Black is at a 40% gloss level.

What do you recommend for chassis black. I believe cars post WWII were semi gloss...

Satin to semi-gloss would get our vote. Card Black or Stone Black PSS 1168 are both great choices but Stone Black is less glossy at about a 20% gloss.
