Would I run into any issue with a clear such as clouding or is it fine to shoot a clear on this?

A clear is not required for Midnight Metallic, it is an exterior durable finish but if you would like to use a clear top coat it would be fine to do so. When clear top coats become cloudy it is usually because they are applied to heavily or at a temperature that is too hot.

Would a chrome base coat bring out the color more or is it a solid tone, in which case it would have no effect?If I put a clear coat over this color what would you recommend as the partial cure temp for the base coat and how long?Thank you

A base coat is not necessary and would not have any effect on the color. If you are going to apply a clear top coat. Bake the base coat a few minutes past the point when the powder flows all the way out and then remove it from the oven. Allow it to cool and then apply the clear.
