I am looking to protect my Tesla wheels coated in Silk Satin Black from UV exposure by applying a clear powder-coat. Which clear coat would meet the gloss level of Silk Satin Black?

Just to clarify, clear coats will not protect base powder coats from UV damage. A clear coat will slow the UV damage process but ultimately UV damage will still occur. Having a base coat that has excellent UV stability without a clear coat and then adding a clear coat would be your best chance for extended life under UV exposure.
That being said, to match the Gloss level of Silk Satin Black HSS-1336 you would want to choose Casper Clear PPS-4005. If you are looking for a Satin Clear (up the gloss level a bit) then Fog Clear PPB-4761 with a 21-35 gloss level will be the clear of choice.
