We recommend considering your application when deciding on a base coat, primer or top coat. If applying Indian Turquoise PSS-2971 over a steel hand-railing near the ocean then perhaps our Zinc Rich Primer ESS-10171 would be a good decision. Indian Turquoise PSS-2971 is a solid tone powder and a base coat or primer is not required.
