Do you suggest adding a base coat under Red Wheel PSS-2694 ?

A base coat is not required for Red Wheel PSS-2694 but depending on application and use certain base coats could provide protective and visual benefits. As an example, if applying Red Wheel PSS-2694 over substrates used on salted winter roads or in a salt air environment then perhaps including a base coat of our Zinc-rich Primer ESS-10171 would be in order for steel application or our ESS-6518 for aluminum. Applying a White base coat can help Red Wheel sustain a brighter cured finish instead of directly applied to sand blasted steel. Inversely you can darken the look slightly by applying over a dark base coat.
Here is an example of Chartreuse Sherbert PSS-7068 applied over white vs. sand blasted steel. The left piece (over white) is slightly lighter in finished color.
