Lollypop Purple is a transparent grape purple. This color is a polyester top coat powder coat and has a high gloss finish.

Transparent powder coatings allow the underlying substrate to influence the final color, depth, brightness, and reflectivity. The S-Panel image and Prismatic Powders swatches are applied over a smooth, bare aluminum substrate; while Super Chrome Plus UMS-10671 provides a bright, reflective base for candy and transparent topcoats, the resulting appearance will not be identical to the S-Panel or swatches. Less-reflective substrates may produce a softer or more muted appearance, so we always recommend shooting a test panel to confirm the desired results.

Can this be used on a steel atv frame that I sandblasted and polished to a shiny silver or do I still need to use a silver or chrome base coat?

Yes, you can apply this powder directly over your substrate in the way you’re looking to prep it!
Keep in mind, due to there not being an initial profile once you polish the substrate to make it shiny, there will be less long term adhesion to the substrate rather than if it was blasted and then powdered.

Can I use this powder on lead cast bullets? If not, what do you recommend? Thank you.

Yes you can but typically this is applied over a base coat of silver or chrome in order to return the intended color. If you only coat over bare lead, then the color may end up pretty dark.
