Melted Bronze is a buttery bronze top coat. This color is a polyester top coat powder coat and has a satin finish.
Top Coat Information: Top coats are transparent. The color and brightness of the substrate (surface) under a top coat will affect the finished appearance. To achieve results similar to the S panel image, the top coat must be applied over a bright silver substrate. Super Chrome Plus UMS-10671 can be used as a base coat to simulate the appearance of a chrome-like substrate when one is not present. As always, shoot a test piece first to determine if your desired results will be achieved.

Can the Melted Bronze top coat PPB-8034 be applied to a chrome plated part? Or does the chrome plating need to be stripped, Super Chrome USS-4482 powder coat applied, and then the Melted Bronze can be applied?

Either way will work but you will need to make sure your prep and cure steps are correct.
You can apply the Melted Bronze Top Coat PPB-8034 over an already chrome plated surface, however, there are some things to think about before doing so like:
How is the Chrome Plating Quality? A poor quality Chrome Plating could lead to chipping and flaking (corrosion from underneath) which would take any top coat powder coating applied with it.
Because you are wanting to keep the reflective quality of the Chrome Plating you do not want to etch or sand blast. However, Thorough degrease including Dawn Dish Soap and hot water scrub/wash, Out-gas in an oven and denature alcohol rinse prior to coating. Proper prep steps will help ensure long-term adhesion and durability.
You can, of course, also apply over a freshly applied Super Chrome USS-4482 application. Super Chrome must be FULLY CURED before applying a top coat.This also limits the two coat adhesion but with good cure procedures and thickness application adhesion should do well.

Will this transparent top coat fade over time if it is used on a set of wheels, being exposed to the elements regularly? (ie, do you recommend a clear top coat for exterior applications?)

There are some transparent color that are more prone to fading than others but they are usually the brighter neon colors. Keep in mind, over time everything will fade from UV exposure, a clear top coat won't prevent it but it does slow the process some.
